Message When you say the plug was covered in oil - was the tip covered or the top part ? If it was the tip its a ring issue or a piston issue or both. If the top has oil its simply oil that has leaked in from the adjacent intake valve cover.

Bad compression in 1 cly is NOT due to 120 k or mistiming the motor. Most likely its not a blown head gasket either otherwise you would see bubbles in the cooland and worse case oil in coolant and smoking issues.

Turbos do not push oil into the cylinder. If a turbo seal is blown it will smoke for sure and more so on decel.

Given the age of the car its possible that the issue happened since the inspection, no way to go back in time to test that. My best guess would be ring wear or worn exhaust valve seats. If compression does not come up by adding oil its valves FYI. It it comes up part way like you state its valves and rings.
